Our Mission Statement

The Stoney Point Fire Department's mission is to protect its citizens and to create a safer community through coordinated training, education, prevention, investigation, emergency response and leadership.

About Your SPFD Volunteers...

Your SPFD volunteer firefighters and EMS providers are people from the general public committed to their station and community. Our membership is at an all time high with about 116 members; some with over 30 years with SPFD. They are on call twenty-four hours a day, seven days a week and dedicate one night a week to overnight duty shift and yet another evening for training. Some leave their businesses or places of employment during work hours to answer an alarm. They sacrifice time with loved ones and family, postpone household projects and other responsibilities because of their genuine concern for their neighbors and their thirst for challenge. They might not get paid for what they do but they dedicate many long hours to continuing education and progressive training. They are service people, computer people, doctors, dentists, students out of high-school, paid firefighters, police officers, nurses, homemakers, office assistants, business owners and retirees. They're your next-door neighbor or maybe the person standing next to you in line at the checkout counter. Most of all they are ordinary people who volunteer to do extraordinary work. Operations Division


Stoney Point Fire Chief, Freddy L. Johnson Sr., a retired Army Sergeant Major and native from Germany, began his career in the volunteer fire service while serving in the United States Army. He was stationed at Fort Bragg, North Carolina in 1975 when at 22 years old, he volunteered with the Lake Rim Volunteer Fire Department. In April 1976 Chief Johnson purchased a new home next door to the Stoney Point Volunteer Fire Department and joined as a volunteer.

Working his way through the various volunteer ranks, Chief Johnson was appointed the 5th Fire Chief of the fire district on March 1st, 1980. Since that time and under his leadership, Stoney Point has continued to expand to meet the growing needs of the community and is in the process of acquiring National Accreditation status with the Center for Public Safety Excellence (CPSE). The department has undergone major transformations expanding its services from a fire-only provider to a full service 2-station delivery agency, including Rescue and Emergency Medical Services. The Department responds to over 1600 calls for service a year throughout the urban and rural areas of Cumberland and surrounding counties.

He has three grown children, and five grandchildren. Chief Johnson is continually working to improve public service initiatives on a County-wide basis through his active participation with the Cumberland County Fire Chief's Association where he currently serves as President of the Organization. He is also actively involved with community oriented functions by serving on boards and committees and, is a member of various fire service organizations both locally and nationally.

He is a recipient of "The Order of the Long Leaf Pine", North Carolina's highest civilian award presented by the Governor of the State. He holds a Bachelor of Science degree and with his over thirty five years in the fire service, coupled with his strong background in fire department operations and administration, received the Chief Fire Officer Designation (CFO) from the Center for Public Safety Excellence. He is a nationally certified Pro-Board/IFSAC Fire Officer III, N.C. Chief 101, Fire & Life Safety Educator III, Fire Instructor II, Firefighter III, Hazardous Material Operations, Driver / Operator Aerial & Pumps, Emergency Vehicle Driver, Fire / Arson Investigator, Emergency Rescue Technician, Rescue Technician Rope Rescue, Rescue Technician Surface Water Rescue, Rescue Technician Vehicle & Machinery, Agricultural Rescue Technician, and possesses all North Carolina Emergency Management Coordinator Type 4, 3, 2 & 1 certifications as well as a North Carolina Advanced Law Enforcement Certificate.


Deputy Fire Chief Freddy L. Johnson Jr. spent his entire childhood residing next door to the Stoney Point Fire Department where his father served as Fire Chief. During that time he witnessed key changes within the department before officially joining the department as a Junior Firefighter in 1985. After graduating from South View High School in 1989, he was hired as a full time firefighter with the department while attending College in pursuit of a Criminal Justice Degree from Fayetteville State University.

Working his way through the various volunteer ranks, he was promoted to Assistant Fire Chief in July 1994. In 1995 he joined the North Carolina State Highway Patrol as a State Trooper and was assigned to Robeson County while maintaining his volunteer firefighter responsibilities. Today he is serving as Troop Lieutenant assigned to Troop "B" Headquarters in Fayetteville. In July 1996 he was appointed by the Governing Board of Directors to his present position of Deputy Fire Chief serving the two (2) Station Volunteer Fire District. Although he serves as a volunteer, he provides leadership and guidance to the overall operations of the Fire Department, ensuring overall readiness in order to efficiently respond to the emergency service needs of our community. When available he responds to major incidents and fills a variety of roles on scene including incident command, operations, safety and other critical key roles as necessary. He is also responsible for administrative oversight duties encompassing training, emergency operations, emergency rescue & medical services, fire prevention, hazardous materials and plays a expansive role in the department's quest to become a Nationally Accredited Agency with the Center for Public Safety Excellence (CPSE).

Deputy Chief Johnson Jr. is married to the former Dawn Autry, another life-long resident of the Stoney Point Fire District. They have been married for 16 years and have one son, Freddy L. Johnson III and call him Trey.

He holds a Bachelor of Science Degree in Criminal Justice is a graduate of the North Carolina State Universities Administrative Officers Management Program (AOMP) and, with over twenty-five years in emergency services coupled with his strong credentials, is pursuing his professional Chief Fire Officer Designation (CFO) from the Center for Public Safety Excellence. He is a nationally certified Pro-Board Fire Officer III, N.C. Chief 101, IFSAC Certified Fire Instructor II, Firefighter II, Hazardous Material Technician, Driver / Operator Pumps, Emergency Vehicle Driver, North Carolina Emergency Medical Technician, Basic Rescue Certification and posses a North Carolina Advanced Law Enforcement Certificate. He also serves on numerous local committees, multiple fire service organizations both locally and nationally and is the current President of North Carolina State University AOMP Alumni Association.


Assistant Chief Matthew W. Williams has been a part of the volunteer fire service since the age of 14, when he first joined the Stoney Point Volunteer Fire Department in 1982 as a Junior Firefighter. He currently serves as Assistant Fire Chief for Suppression Services and is active in the pursuit of the department's National Accreditation quest. Prior to his appointment to Assistant Chief in 1996, he served in many positions, including Firefighter, Engineer, Lieutenant and Captain. He is currently pursuing his Fire Officer Level II certifications, and is a current IFSAC Fire Instructor II, Firefighter II, Hazardous Material Level I, N.C. Chief 101 and an Emergency Vehicle Driver. Assistant Chief Williams a builder by profession is also known as our in-house building constructions specialist. He and his wife Sherry and their four Children, Hailey, Mattie, Matthew and Luke reside within our fire district.


Assistant Fire Chief Sean C. Johnson has been involved in the fire service for as long as he can remember. Growing up next door to the Stoney Point Fire Department provided the catapult for a life long volunteer career within the Cumberland County Fire, Rescue & EMS Service. He officially started his fire service career with the Stoney Point Fire Department as a Junior Firefighter in 1990. During those earlier years, he attended as much fire, rescue and EMS training as he could, attaining numerous certifications. Throughout his 20 year calling, he has served in many positions which include Firefighter/EMT, Engineer, Lieutenant, Shift Captain and his current position of Assistant Fire Chief. Some of his responsibilities revolve around several areas including Driver Operator, Technical Rescue, Physical Fitness and Safety training, as well as assisting with the department's national accreditation process. He is employed with the North Carolina State Highway Patrol as a Patrolman stationed in Cumberland County. On his days off he proudly serves his community as a public servant and volunteers his time. He and his wife Tracie and their 2 children, Walker and Pierce are all active within the fire department and community.

He is a past recipient of the Firefighter and Fire Officer of the year award and, is also actively involved with community oriented functions by serving on committees. He is a member of various fire service organizations both locally and nationally. He is currently working on his Fire Officer Level III certification and his qualifications include N.C. Chief 101, Emergency Medical Technician, IFSAC & Pro-Board Fire Officer II, IFSAC Fire & Rescue Instructor II, Firefighter II, Hazardous Material Level I, Fire & Life Safety Educator III, Driver Operator Pumps, Emergency Vehicle Driver, Emergency Rescue Technician, Rescue Technician Rope Rescue, Surface Water Rescue Technician, Agricultural Rescue Technician, Rescue Technician Vehicle & Machinery, graduate of the North Carolina SCBA Breathing Equipment School and holds a Basic North Carolina Law Enforcement Certificate.


Assistant Fire Chief Kevin T. Murphy originates from Allendale, New Jersey where he started his firefighting career in 1971 as a junior firefighter. Joining the United States Army in 1981, his military career sent him to Fort Bragg, North Carolina. Settling in the Stoney Point Fire District, he became a member of the Stoney Point Fire Department in 1996.

During his tenure with the Allendale Fire Department, he served as a junior firefighter, firefighter, firefighter-engineer and rose through the officer positions from lieutenant to assistant chief. He achieved status of New Jersey State Exempt Fireman. He is a charter member of the Upper Saddle River Rescue Squad where he served as a rescue man and rescue lieutenant. He received the Northwest Bergen Mutual Aid Association Valor Award for a rescue performed August 15, 1974. He certified as a Level II Firefighter and was on the Bergen County Vocational School Rescue Program instructor staff teaching Collapse Rescue and Operational Risk Analysis.

Joining the Stoney Point Fire Department in 1996, he served as a firefighter, engineer, Captain, EMT and now Assistant Chief. As the officer in charge of department training, he holds responsibility for planning, coordination and execution of in-service and external training for its over one-hundred member combination department which provides fire, rescue and EMS throughout this 21 square mile district.

His military career spans over thirty years of enlisted and commissioned service in Army Special Operations and Airborne Infantry. Currently serving as a Special Forces Lieutenant Colonel in the United States Army Special Operations Command, he holds ninety-two months of combat and peacetime command ranging from platoon through combined/joint special operations task force levels. He is a 1998 graduate of the United States Air Force Air Command and General Staff College.

He earned a Master Degree in Business Administration as well as a Bachelor of Science Degree in Public Safety Administration. Fire certifications include N.C. Chief 101, Pro-Board & IFSAC Fire Officer 3, Firefighter I&II, Hazardous Material Operations, Driver-Operator-Pumps, Rescue Technician Vehicle & Machinery and Rescue Technician Surface Water Rescue. He is a certified Fire Instructor II for Firefighter I&II, Driver-Operator-Pumps, STICO and Live Burn and is a 2009 graduate of the North Carolina Breathing Equipment School. His EMS certification includes North Carolina EMT-Intermediate Level.

He resides in the Stoney Point area of Fayetteville with his wife Cynthia and daughter Erin. They have three grown children and three grandchildren.

Fire & EMS Officers


Captain Don Stoudt Jr. is almost part of the furniture at Stoney Point. He joined the team in 1977 and is one of our veterans. His motivation for joining the station back then was to help the community. Little did he know he would become life-time Mr. Fix-It! Although it seems he's been at Station 13 forever, he is also a Lieutenant for the City of Fayetteville Fire Department.

Don is one of the part time staff members employed at our station and serves as maintenance officer. He also acts as our station Chaplain when called upon. Don is married to his wife Shirley and has two grown children Melissa and Greg and six grand-children. He is currently working on his Fire Officer I & II Certification and holds the following Certifications:


Captain Joe Belcher Jr. joined the department as volunteer in early 1992 following his return from a military training mission in Arizona. Capt. Joe had several encounters with SPFD members before someone talked him into joining. He first was infected with the "fever" which later grew into passion when he provided first aid to a motorcycle victim near his house before SPFD arrived on scene. Later, after chatting with paintball adversaries who were Stoney Point members, he was talked into "checking it out". And so he succumbed to temptation and joined...

Joe has a strong military back-ground and is a combat veteran. He serves as the Monday Night Shift Captain overseeing a crew of eleven volunteers. He is also responsible for development and conduct of entry level training for new department members primarily managing the SCBA training program for the entire station as well. He is a past Firefighter of the Year and currently holds the following professional certifications:


Captain Brandon P. Hanzal graduated from Lake Stevens High School in Lake Stevens, Washington and attended Walla Walla Community College, earning an associate's degree. He also attended Whitworth College before joining the US. Army and moving to Fort Bragg, North Carolina. He joined the Stoney Point Fire Department in January 2001 as a volunteer while continuing to serve as a combat medic in the US. Army. While serving with the Stoney Point Fire Department Brandon met his wife Marcia and they have one daughter Reese. Currently he is serving as the Day supervisor and logistic officer as well as assisting with the stations' Maintenance and Fire prevention programs. He continuously strives to improve himself and holds the following National and North Carolina State Certifications:


Captain Marshall Clary is a long time resident of Cumberland County had always had an interest in the fire service for as long as he can remember. He finally decided to try it on for fit and committed to helping out his community in January of 2002. It must have been a New Year's resolution or something. As the resident Fed-Ex man, he brings an uncanny detailed knowledge of the local area street system. Since joining the fire department he has continually improved his fire, rescue and emergency medical professional development and participated in the department's promotion assessment program and is currently working on his Fire Officer III Certifications. He is currently serving as a shift Captain responsible for the Thursday night eleven member duty shift with additional duties as the department assistant training officer. He is married to the former Gwen Johnson and along with their two children resides in the Fire District. Marshal holds the following certifications:


Captain Wendell Lee decided to do something for his community in 1995 and so he joined the Hope Mills Fire Department as a volunteer. In 2002 he made a strategic move to Station 13 and is now one of its most dedicated members.

He works as a driver for United Parcel Service (UPS) and serves as the Sunday night Duty Crew Captain supervising a staff of twelve volunteer firefighters. He and his wife Sharon have two son's Kyle and Brian. His qualifications include:


Lieutenant Tara L. Whitman graduated from South-View High School in Hope Mills, North Carolina and attended Fayetteville Technical Community College (FTCC) in pursuit of a Criminal Justice Degree. Growing up next door to the Stoney Point Fire Department and following in her father's and brothers' footsteps, she has been an integral part of the department her entire life. She officially joined the department as a Junior Firefighter at age 14 and worked as a full time firefighter following graduation from High School. She is very active within the department and is currently serving as the "Trail of Terror" project officer in conjunction with the Department's Fire Life Safety Programs. She also actively participates in the department's national accreditation quest with the Center for Public Safety Excellence (CPSE). She is currently working on her Fire Officer Level I professional credentialing. Lieutenant Whitman and her husband Courtenay have two children, Charlotte and Bryce.


Lieutenant Julie Slusser believes the community would be a much better place to live in if only everyone did their small share. She decided to do something about it and began making her contribution in 1999 as a member of SPFD. Her drive is rooted in EMS. She is a big fan of helping others and never misses an opportunity to cook dinner for her crew.

Julie is responsible for all EMS related items at Station 13 ensuring everyone keeps up with continuing education and that we all keep proficient with our critical CPR skills. She also ensures everyone is properly inoculated and healthy so to perform firefighter functions. She volunteers as medical shift Lt on Thursday nights. Her qualifications include:


Lieutenant Sean Austin, wished there had been a volunteer fire department up in Michigan where he used to live but he had no such luck. So after moving to Fayetteville he joined the Lake Rim FD in 2002. As with many who would be subjected to the city annexation in 2004, then fire fighter Austin moved in with us at SPFD where he quickly earned respect and trust and was soon hired on as full-time staff.

Sean's the "gear man" at the station. If you need something he'll take care of you. He is currently serving as the "C" Shift Lieutenant where he supervises a crew of three full time firefighters. He is also responsible for supervising the volunteer crews in the absence of volunteer officers during his shift. His qualifications include:


Lieutenant Mike Long first joined the department in 1994 as a volunteer. Working his way through the various Firefighter Certifications Programs, Mike was appointed Fire Lieutenant in 2003 and later accepted a full time position with the department. He is currently working as the "A" Shift Lieutenant where he supervises a crew of three full time firefighters. He is also responsible for supervising the volunteer crews in the absence of volunteer officers during his shift.

His qualifications include:


Lieutenant Jordan Hughes started his firefighting career as a volunteer when he joined the department in 2006 while still in high school. Enjoying his volunteer firefighting duties Jordan attained professional firefighter certifications and offered a full time position as a firefighter. Since that time he has excelled and subsequently promoted to Lieutenant. He is currently working as the "B" Shift Lieutenant where he supervises a crew of three full time firefighters. He is also responsible for supervising the volunteer crews in the absence of volunteer officers during his shift. His qualifications include:


Lieutenant Chris Cook, a retired Army Veteran, joined the Stoney Point Fire Department as a volunteer after retiring from the United States Army in early 2006. He works as a full time maintenance mechanic for Carolina Air Care responsible for maintaining a fleet of Life Flight Helicopters. He is based out of Cape Fear Valley Medical Center but frequently travels all over North Carolina to repair and maintain Life Flight Helicopters. Chris acquired his firefighting and professional fire officer certifications and was promoted to Lieutenant in February 2011. He is currently serving as the Monday Night Volunteer Shift Lieutenant supervising a volunteer crew of ten. His qualifications include:


Lieutenant David Stewart started his volunteer EMS and firefighting career in the early 1980's in Wake County North Carolina, while at the same time working as a full time law enforcement officer. He volunteered at the Stoney Point Fire Department in June 1987 while concurrently working as a full time Deputy Sheriff for the Cumberland County Sheriff's Office and as Assistant Team Leader for the Cumberland County Search and Rescue Team. David has a very strong back-ground and specializes as a certified Rescue Technician and SCUBA Diver. He was promoted to Lieutenant and currently serves as the Sunday night volunteer Shift Lieutenant supervising a crew of ten volunteers. He and his wife Bonnie have three grown children two grandsons and one grand-daughter. His qualifications include:


Lieutenant Chris Gale, an active duty Special Forces Soldier, started his volunteer firefighting career here in Cumberland County with the Cumberland Road Fire Department in 2005. A move into the Stoney Point Fire District prompted his joining the Stoney Point Fire Department in 2008 and he has excelled in all his fire service endeavors since then by acquiring many professional fire and fire officer certifications essential to his job as a volunteer firefighter. He was promoted to Fire Lieutenant in February of 2011 and is currently serving as the Tuesday Night Volunteer Shift Lieutenant supervising a volunteer crew of nine. His qualifications include:
